Step 1: Install a portal.
Step 2: Learn how to use a design program such as Photoshop, Fireworks, Illustrator or Gimp.
Step 3. Read up on some PHP, HTML and CSS coding tutorials and apply theme as needed. Javascript and/or jQuery coding may be required as well.
Step 4. (Optional) Offer to pay someone to do this for you.

It does not appear to be SMF. Concerning software used, I have no idea?

It seems like someone code it from 0 using libraries, like Dynamic Drive, you need to have strong knowledge of php, css, html and data base queries to do something like that.
