Changing size of topic text box

we have users who could change the size of the text box with a click to the right down corner and others now, they have a scrolling bar on the right side!?

What browser are they using?

The scroll box we have in IE, the sizing corner we have in Firefox and Google Chrome. There is no standard?

that would be a feature of the browser not a default feature of smf.
