must have 'x' posts before posting elsewhere

I have an advertising section on my forum and a lot of folks simply register to post once there. I want to say that you must have 'x' posts before posting in that specific forum. Is this possible? if so, please explain in detail.

Change permissions for the new member group...in that section...so they cannot start new threads nor reply...

You can either dissallow that group from seeing it all, or you can edit the local permissions of tha board and not allow specific post groups to start new topics on that board.
