By static, you mean fixed position. Well, then say your logo ID is logo
Make it :
#logo {
position : fixed;
top: 80px;
}

However, chances are that it won't work as what you have asked depends upon theme you are using.
Better tell us exactly what you need to do !

Hi Ricky,

My forum is SMF version 2.0.1 with the standard Curve Theme. I want to make the logo/banner same as for example like it is in this forum:

There it is just somehow perfectly made! The way I want it.

Now I have uploaded the logo from the Theme settings. But it is staying very awkward and if a person is viewing the forum from a PC with bigger resolution than 1024x768 the logo is staying on one side and...it is looking very awkward. If with PC with smaller resolution the logo is not fitting the screen...

That site doesn't have LOGO, its big text which re-fit as per forum size.
Make your logo blend into background and keep its width less 768 px, that way it will not cropped on small window and but you can't do anything on big window.. or simply make it centered.

Well, not really that way.
Simply make your logo transparent, it will then blend into background automatically.

Yes, kind of that but also it depends upon design of logo.
