Auto Welcome

  I don't know where to put this.   I would like a auto welcome for my new members that join my board. Could any be so kind to help me on this?

you mean sending a private message to your new members upon registration?

  I have a topic on my board where all new members are welcomed. I wanted a auto welcome, to welcome them before the other members. Is that Poss.?

That's because the mod only supports the 2.0 and 2.0.x SMF versions.

theoretically you can use this mod if you have 2.0 RC4 or over by using the emulate feature: http://wiki.simplemachines.org/smf/How_can_install_a_mod_that_doesn't_work_in_my_SMF_version

You haven't said whats your SMF version.
