I have gone to Admin>Configuration>Themes & Layout>Theme Setting>Theme Options and Preferences
and Logo Image URL: (I Put here my image URL)
But i am having problem with resolutions....
If a change my desktop resolution then image will be smaller / larger accordingly...
Can anyone help me to fix this error or can guide for pixel of Logo image. ?

Is not an error or a bug per se as the image does not get larger or tinier but your screen is the one that gets larger/tinier.

There isn't an easy fix, you can put some JavaScript to detect your users resolution and place a logo that was designed for that resolution.

Is there any manual steps for making correction in it... I mean which pixel is required for Logo Image and also each & every visitors have their own resolution settings which are differ than others. So what will be the best step for similar look 4 everyone.

You basically have 2 options that can maintain a good look IMO.

1. Make your logo really wide, and then have it cut off the sides when viewed in lower resolutions.

2. Make your logo in such a way that an image is placed on each side that can repeat and fill in the extra space for those with higher resolutions.
