Topic title Highlight (Make Bold)

Not exactly making the topic sticky. I would like the topic to just be bolded to show it gain "respect" or "appreciation" from the admin or moderator. Then the topic shall add just like any other normal topics. Maybe if possible to add another indication under member's profile (below Postcount or Karma) that how many topics this member got "promoted" (bolded).
