A mod which adds a ''Liblary'' button on the menu bar and users can read and comment only but author

I would love if someone would take time to write the mod, i have film and book authors that use my forum, by now i just provided boards to them to moderate. But i would like a mod that has a liblary button on the menu and the posts inside should have unlimited lenght
