Guest did a post while guest posting isn't permitted

Is this a Bug?

Some Chinese spammer did a spam post in the Introduction Announcement board while Guest permissions are all off (except Enable Ads) he didn't register at my Forum so the post showed Guest.

How is this possible a guest posting while posting isn't enabled for guests?
I guess he found a vulnerability, some open door and used some script.

Is there a way to keep this/ these guest(s) out? is there some patch or one to be expected?

My forum is protected by stopforumspam and project honeypot but this is when they register and they will get blocked in this case there is nothing to stop these ''guests'' from posting their spam.

Please help, I have blocked the both IP's to prevent the ''guest'' to post his crap again, what more to do?

If the "announcement" is "Introduce Yourself, Announcements, PSW Issues, No SPAMMING", please check your permission because guests have the permissions to post new topic.

Permissions > permissions by Board was on Local have changed it to Global and all is fine again
Introduce Yourself, Announcements, PSW Issues, No SPAMMING (Global)

Go to: admin > permissions >  permissions by board
Then select "global" next to the board.
