Help with unauthorized Guests accessing forum

Hello I am new at this and learning as I go .
I am using SMF on my web site and have notices that guests that have noe access rights  to the main forum are some how getting in and posting crap in it. How do I stop this from happening? I have set permissions to 0 for guests. Each time I check the permissions it is changed  to Guest can access and browse forum, even after saving the changes I made .

What am I doing wrong that allows guests to post  in the forums?

That's quite worrying.

Any other admins who could be reverting the permissions?

Can you ask your host if you have full ownership of the files on your site?

(That's like CHMOD, but CHOWN)
