PHP problems

I am having problems with SMF and I think it is related to my php config. I am running FC4, php5, apache2, mysql 4.1 with SMF 1.1 Beta3

I will make a post. Everything works fine.

I then go to make another post. It tells me i have to wait five seconds. I wait five seconds but it still says i have to wait five seconds. If i wait two minutes it still says wait five seconds.

How do I fix this?
