Is there any way that I can send a link to a specific post in a topic?

Sure you can. The post's title - e.g. here in this topic it is 'Link to a specific post in a topic' and 'Re: Link to a specific post in a topic' - is also a link back to that specific post.

I didnt get it.

What i mean is like. this post. its #4 post of this topic. I want to send a link to someone with just this post. Is it possible?

Yes, yes it is.

Right click on the title, like I already pointed out, and copy the link address, or shortcut, or whatever it's called in the browser of your choice.
