Can you assign a 'read only' type permission to a individual member on a specific board?

Example:  I want my contractors/franchises to 'read' the Copr Borad but NOT start any new post - really stuck on how to do this.

You could put a "post ban" on them

Sounds to me that all you really need to do is change the board to either read only or reply only (from the board's own configuration, you tell it which profile you want)

Moderators (including global moderators) by default can post there but you can fix that by creating a new profile based on read only, and removing the permission of moderators even in that board.

To be honest the 'member specific permissions' does not fit with the rest of the requested settings...
