Package Manager broked :(

I uploaded my package hit apply. Everything says success but when I hit proceed it just refereshes the page and the package isn't installed.

I thought maybe it was my package so I downloaded one of the popular ones thourgh the pack manager and tried to intstall it but it did the same thing.

Any ideas?
