Does it really need explanation after seeing demo and/or screen at Mod Site?
It adds new BBCode which can insert progress bar..

My site doesnt load the .css file, why?

That's good question and now I don't have solution :|
Maybe you can rename ProgressBar.css to progressbar.css and change in ./Sources/ProgressBar.php:
<link rel="stylesheet" type="text/css" href="'. $settings['default_theme_url'] .'/css/ProgressBar.css" />';
to
<link rel="stylesheet" type="text/css" href="'. $settings['default_theme_url'] .'/css/progressbar.css" />';

but TBH what causes this error :|

I will make few changes for compatibility with SCEditor (by hhy89) and send package at mod site today (after 20:00 my local time).

The trailing ?> is not required in a PHP file under normal circumstances. SMF requires it only for the package manager's purposes, not because PHP actually *needs* it.
