Package Of The Moment (suggested in Browse Packages screen)

Well, todays "Package of the moment" as suggested to me in my forum is Auto BBC.

While probably still useful to some, it was last updated 6 years ago for SMF v1.1 (last support query Nov 2009) 

My question is: what criteria has made it appear as "Package of the moment" all of a sudden?
