Index admin feature

I think it would be useful to have a admin function that allows you to add a topic discussion to a "index" thread (like sticky)  in each catagory in alphabectical order.

Kinda like the index in the trips & tricks section. It would be nice to have core feature that allows you to do the same with a click of "add to index" button.

Also, when using the cleaning the forums by deleting threads that haven't been active in 30 days, threads listed in the index shoudl be an exception.
