Load time slow on new Servers

I just got 2 new 2U servers and set them up to look just like the old Case servers I have.  After transferring all files all sites work fine except my SMF forums pages.  The forum will load the Login Page but after login all pages run very slow from within the LAN and from outside the WAN.  I did apply the repair settings after moving file to the new servers.  It says the create time is +/- .078 but it takes about 30-45 sec. to load.  The forums have been up and running for 6 mo. with no real errors in the logs. I do not get errors after transfer just very slow.  It is mostly the index.php page and other pages in the site load fast and sometimes other pages are slow also.

Old Server

P4 Intel
2 Gig RAM
2* IDE 120 Gig
Windows Server 2003
XAMPP (Apache, PHP and MYSQL)


New Server

2U Micro
2 Xeon 2.8
4 Gig RAM
4* SATA 250 Gig
Windows Server 2003
XAMPP (Apache, PHP and MYSQL)
IIS ( disabled for now )

Drive structure of both the Case Server and the 2U Server are the same

p.s.  I have been reading this site for clues and I have tried most things and still nothing.  I thought I would ask for some direction before making a bigger mess of the site with all of the setting changes.
