Global setting for calendar_start_day available?

Hello!

I looked through the code but did not find a way to globally set the starting day of the week.
Only the user-specific setting stored in table smf_themes.

Is there really no such global setting available?
In my country Monday is the first day of the week and I need to set this for every existing and also future user.

Did not see this menu item before.

Seems that there is a wrong translation in german_informal for this area.
I have to look and compare everything in detail to analyze the differences.
