Ayuda con error en los caracteres raros

Hola amig@ de SimpleMachines soy Venezolano y a continuación les haré una petición de ayuda con los caracteres raros de mi foro en los nombres de usuarios

Bueno el error es simple de explicar bueno yo cambie de hosting y Dominio entonces tuve que editar el archivo Setting.php manualmente y tambien la db pero cuando cambie de hosting y dominio ocurrio algo en los nombres de usuarios los caracteres raros como:

м, ή, ค, ►◄►◄◗◗ģ

ETC no aparecen los caracteres raros si no que aparece un ? como lo reparo?

I'm not 100% sure, but if my memory serves me right, you have to add:

Koodi [Valitse] Laajenna

$db_character_set = 'utf8';
to your Settings.php, just before "?>".

Friend thanks for replying, but added that this will not be it was a bad configuration but do not believe it because I have all the issues and all messages but when I try to look at the name on my cabiam forum Juanola to Juanola but with strange characters appear this:

Are you using an UTF8 language pack or the "ISO" language pack?

(I'm every day more tempted to create a rule to automatically delete any PM with "no subject" in it...in different languages too)

Did you install the forum as UTF8? (just to be sure)
Can you go to admin > maintenance > forum maintenance > database and see the title of the last "block"?
Is it:

Convert the database and data to UTF-8

or

Convert HTML-entities to UTF-8 characters

Please do not take any action there.

Amigo yo lo hice en Convertir entidades-HTML a caracteres UTF-8 porque la otra opsion no aparece
