Yes... and my patch doesn't change that.

If attachments are fully disabled, the menu option is hidden (and attachments aren't shown anywhere anyway)

If attachments are disabled for new attachments only, you can still see everything already there, as expected.

I'm not being funny but I don't understand what the problem is. It's not a single on/off option, it hasn't been for years.
