Question on Theme adjusting to size of window

i have smf 1.2 installed. When i have the default theme on and i change the size of my ie window the text (whole smf site) autmatically adjust to the size of the window. When i select the black rain theme and do the same thing, the site does not adjust to window size at all.

Where in the black rain theme can i go to fix it (setting or code) that will make the site shring and grow depending on the window size??

I'm afraid of sounding stupid here, but if you shrink the size of an IE window small enough (or about any browser for that matter), don't scroll bars always show up, no matter what theme or site you're viewing?

Or are you talking about different screen resolutions?
