DB based server settings are read-only when Settings.php is read-only

Using SMF 2.0.4

For example if I go to:
Admin -> Server Settings -> Cookies and Sessions

I get:

My Settings.php is read-only so that is correct.  However, some of these settings like "Use database driven sessions", "Seconds before an unused session timeout", etc (possible others) are not stored in the Settings.php file, they are stored in the database.  There is no reason for these to be read-only.
