Guest reply full post window?

Is there anything like the pic below where guests see the full reply post window on topic view instead of clicking on the "reply" button first? I searched "quick reply" in mod section and came up empty.

Well more like for guests, where it shows name, email etc with the submit button already on topic view...

Actually it would be like this for guests on topic view at the end of the post.
