How to add a new button for select all the ip used by one user when i ban that user?

I find  some good solution on this blog  but I dont know how it work

When you go to ban a user, you'll see  IPs used in recent posts: which will show every ip they have used in posts. You can just check the box next to everyone of the ip's they used.

That can get dangerous though as if a member was using a phone to post, you may accidentally ban numerous other users that may be using the same network- thus same ip address.
