Slide in ad for forum

Aloha,

Using Version Information:
Forum version: SMF 2.0.4

I'd like to add a slide in of a web page to promote forum sign ups with directions which only slides in one time a day per initial visit of the guest or user.

I can do a little php editing in case you need to know my level of (non)expertise.

The slide in looks like a wonderful idea

I setup an external html for it. Unfortunately, quite possibly due to other important plugins, it did not work. Anyone have additional ideas? Perhaps some code I could attempt to place?
