inserting nav-bar

I would like to simply insert a brief nav-bar in position of either at the very top (in place of forum name) or right above the smf buttons.  any idea on the easiest way to do this? putting my nav bar as an .inc file was recommended... any way to simply import the info from say flash or dreamweaver? what files exactly have to be in the sources/themes/etc directories?
