Clickable Image below menu bar

hey I wanna add a clickable 'playbutton' image that lights up when you hover over it..

where would I go to add this? there are some social icons in the same bar and i was thinking of just putting it in the centre and making a different image but I dont even know where to go to edit that either so i couldnt try it .
