Possible to force an user to use a theme on a certain page?

Is this possible? I know that there is a mod for this but it disabled theme changes for my users and even for the admins.

You can force the theme when they're inside specific boards, even if you've allowed them to change their theme (eg we could have a separate theme for "2.0.x Support" if we wanted to).

Admin -> Forum -> Boards
Click "Modify" next to a board
Scroll down to the bottom and select a theme from the list
If "Override user's theme is checked", this theme will always be used for that board even if a user has selected something other than "Forum/board default".
