Admin>Configuration>Languages>Add language.

Click "Search", without entering anything and a huge list of languages will appear, with the option to install them.

That MOD will allow you to easily change forum language. Forum as in SMF language *only*
If you want to have your posts in multiple languages, that's trickier and prone to errors, as the automatic translators don't always do it properly

That has to match the collation of your database and tables. If those are using UTF8 then use language packages for it, if they are using any kind of latin, use the "non-utf8" version instead ;)
