Can i make a .html my homepage?

Can anyone help me with trying to make a index.html my new homepage so that when they click on a the specific picture on the file , they get sent to the forum.

I already have the html ready, i just need to know if this is possible. I appreciate any help.

Just upload the index.html homepage to the root folder of your web host account. So upload it to the "public_html" folder, NOT the forum folder.

yes you can just upload the index.html page to the root directory of your site, that is all and you can also redirect your site to the index.html page.
