Required MOTD code

Hello everyone could anyone please help me with this code this is a block Called message of the day. where a random user from the forum gets to write the message of the day after every 24 hours. I have attached a screenshot of it it shows the submission box which a user sees when it gets chosen to write MOTD (message of the day) and the user clicks on submit the message appear like shown in after submission box.

I'm not really seeing your problem here, can you explain in more detail, and attach the relevant code in your next post?
