I've been stumped, going through files and attempting to locate this modification which enables you to make borders around tables.
It allows the tags:

[table border=1]

[/ table]

to be used and create organized posts. I've found this modification here: http://custom.simplemachines.org/mods/index.php?mod=1690
Which I assumed was it, seeing no other results came up, and from the images, appears to do the same thing, however after installing, failed to work.

I've still got the BBC code from a previous forum post, which is no longer exists, and here it is:

However after installing the modification, then creating a post using the format tags were broken and it clearly wasn't it.
I'd appreciate it if someone would be able to help me out there, thanks for your time.

I've just installed that mod on my test forum and it installed OK with no errors.

I created a simple two line two column table and it displays correctly - Attachment 1

I copied and posted your table data and it created a table which looked OK but has problems as you are using non-standard BBC table codes [colspan] etc. - Attachment 2

I suspect you've created the table in another program and copied it to your forum. The BBC parser does not recognise the extra coding thus your original table presumably looked incorrect. The mod adds extra BBC information but still it's not 100% copy and past from Excel or the like.

Maybe you should ask for assistance from the mod creator by posting in the support topic for that mod here

Alright, will do for now. I highly appreciate your assistance!  ;)
