Upload avatar via URL?

At the moment, there are options for gallery avatar, upload avatar from computer and link to avatar via url, but how can one combine options 2 and 3 to give us upload avatar via url? I'm not aware of any default functionality that allows for this, but would be keen to know if there is a way of making this possible?

Sure it does. If the avatar is too big, it'll be downloaded to the server.
