Smilies & Avatars not showing up on the Forum!

I recently re-installed/configured my SMF forum on my website and have realized the Smilie and Avatar sets are no longer being visible on the forum anywhere. They are all still in public_html/forum/Smileys ; public_html/forum/avatars...The permissions on them are readable, writable, and acccessible by anyone so I don't understand why they still do not show...any help appreciated, Thanx  ;)

note: notice little "Tongue, Smiley" etc words boxed. The image does not appear  :-[

Your smilie url is http://cirkit.is-a-geek.net/forum/Smileys/default/classic/smiley.gif and forum url is that http://linuxpowered.r00t.la, so paths are wrong. Run Repair_settings.php and click all those blue links and save.

What is repair_settings.php?

Where can I find Repair_setttings.php at? I looked everywhere in the forum directory
