WordPress has the ability to ping sites that index your site whenever new content is published. they call it Update Services..  and there are many sites out there that do this.. such as

No, and for a forum it actually doesn't make sense because a blog is few publishers, many consumers while a forum is many publishers, many consumers. Hard to notify on the right signal to noise ratio.
