What is repair_settings.php?

;)

You probably installed SMF with localhost as address, now css fails because you're accessing it via ip. When you access it via URL it will happen again...

What is repair_settings.php?

That code will suggest paths & URLs based on where it's executed from.

Isn't the code showing you a suggestion (possibly in blue)? If so, you can click the suggested address.

Basically, the sort of it is - you have misconfigured your system -- so it does not have the proper path and/or URL to get the CSS (and probably other) files.

repair_settings.php should detect the proper settings and allow you to set them..   However, if it is not detecting orrectly - it suggests that your server is not properly configured, or they way you are accessing it is confusing it...   Are you using  a hosted server?  Do you have a domain name ? (Why are you using local host or an IP address to access your site? - you should be using whatever your domain actually is)

Check the theme's paths.

Or , "Attempt to reset all themes" at the bottom of the page Admin>Themes and layout>Theme settings.
