[Solved] SMF 2.0.9 - user approval by admin required, some users self activate!

This has been happening for long time now, the problem comes when some of the users self activate without admin approval.
Also there's no notification of new user when this happens.

Please help with this, it's getting on my nerves.
Too many bots and foreign users.

do you have tapatalk installed? apparently it has an option to allow registration without admin approval.
