How to do an Avatar Package

Yes I am a total noob.  I just installed an avatar package and it looked pretty easy.  I want to do a couple of different avatar packages and wanted to know how.

My best guess right now is to copy the code on the "package info" file and insert the names of my avatars and then just zip it up.  Is that all there is to it?  Is there are program I can download to make it easier?

There is no program to make it easier, the easiest way as you have mentioned would be to use a pre-existing XML file and modify it to suit your needs. I would also recommend you to use one of the zip, tar.gz or tar.bz2 archiving methods as SMF currently doesn't recognize and so cannot extract the other formats
