Package Manager question - "Upgrade" link

Sorry for such a noob question, but I couldn't find an answer elsewhere...

When I upload a new version of a mod, in Package Manager, it detects that there was a prior version & offers a link to "Upgrade" where the "Install" link usually is. 

I have always uninstalled the old version & installed the new one - mainly because I think I understand exactly what is going on there. 

Is it equally safe to use the "Upgrade" link instead of an uninstall/install?   

Even if there are multiple versions between the old version & the new version?

Depends on the plugin. I personally would still uninstall/ reinstall.
