Need a mod to filter out invalid URLs

Hi SMF Coders!

We currently run an SMF community running version 2.0.12 (we'll be upgrading to .13 soon).  We have a need to prevent certain URLs from being posted in topics on our boards.  Essentially if the URL is missing a period (you know, for .com, .net, etc.), we want to make sure it is not hyperlinked.  This is also true for images.  So if someone were to use the [ img ] tag to point to http :// somelocaldomain/something, we want that to be translated to just the plain text of the link (no auto linking).  We'd also like the ability to scan all existing topics and if this exists, auto-edit them to follow this policy.

We have no idea where to begin on this and are seeking some direction.  If someone is capable of writing something for us, we would be willing to compensate the developer for the work.
