Paid Subscription working but goes to paypal as 0.00$

I have been trying to enable the default paid subscription in 2.0.14. It seems to work great until it gets to paypal. It shows the subscription name but the price is set at $0.00 on paypal. The setting for the subscription shows the dollar value so something between the board and paypal isn't working right...

I've reset duration to 1 year, it works.  If duration is 365 days, it doesn't work only if recurring payment is enabled.  Why?
