Could be done. But what  would be the point? You can ban someone for one day.

What's the use case? I've yet to see a forum why you'd actually want to ban for minutes or hours except to annoy users.

ugh, would be better if it supported to annoy people by their IPs, but thanks anyway

What community do you have that you have problems with your users like this?

Also, doing things by IP is really bad because it's way too easy to change your IP.
