databade error when registering

Am using 2.0.14
When a new member registers they fail with this error

Database Error
Please try again. If you come back to this error screen, report the error to an administrator.

When I go to maintenance - database and run 'Convert HTML Entities to UTF-8 Characters' I get the error

Incorrect string value: '\xE5\x8F\xB0\xE7\x81\xA3...' for column 'website_title' at row 1

If you used the upgrade package, you would have had to reinstall all mods.  Were there any errors?

That is not whaty happened. I overwrote the files in my webfolder then ran upgrade.php, and it stopped 84% of the way through. When I accessed the website I got this error. Before the upgrade stopped it showed database upgrade finished. I deleted upgrade.php

Do you have a database backup?

daily. monthly and weekly
When I try to upgrade again, stops on 94%, step 5, deleting upgrade.

Looks like _messages table is damaged.  Try importing a backup from before upgrade.

I browesed the messages table in phpmyadmin. Looks Ok. Will try and put up a backup tomorrow.

It's not necessary to run upgrade.php on the database, there were no changes from 2.0.13 to .14.  If you restore a good .13 backup, it should work fine in .14.

I have an old back entire of 2.0.13
I get the same problem. Looks like this was happening for a while and I did not notice.
I get the same problem now with 2.0.12

Each datanase 'default not set' error I got, I set default to null in database. Three such errors, then it worked.
