How do I go about adding something like this or is it something that can be enabled?

I'm interested in the bit where it says "Watched". this appears whenever someone has a cetain amount of warning level such as 0%-75% and then having one which says "Muted" between 76%-100%. This appears when people post on their little profile box on the right.
