Is that the [Restore all settings] link?

yes.

  All these years, never tried it.  Not being the sharpest knife in the drawer, always assumed it was a clear form or undo link.  Would be a lot clearer (to me, anyway) if it were called 'Update all settings', and placed at top of path settings.

I have to agree, I've never used it for the same reason.  I thought it just undo all the changes I had just made. 'Update all settings' would absolutely make more sense.
