Attachments not visible for some users

Since a few days some users cannot see pictures that are attached to topics. I can see a picture that I added to a topic myself, but other pictures are invisible. If I click the attachment I get error message:

You are not allowed to access this section

Other users are able to see that same picture. If I check the picture in the admin in the attachments section I am able to view it. What's going on?

Nobody knows? Or am I asking a stupid question that I could have easily answered myself after reading the Wiki?

Edit: looked into this some more. Some pictures I can see and some I cannot see. (Nor download for that matter) Some other users are able to see the pictures that I cannot see. Some other users have the same issue as I have.
Last but not least: of one user I can see some pictures, but other pictures I cannot see.

Some more investigation...

One of the attachments that doesn't work for me shows up as link
http://www.vliegvissers.com/SMForum/index.php?action=dlattach;topic=Array.0;attach=3852 whereas in the attachments section it turns up as
http://www.vliegvissers.com/SMForum/index.php?action=dlattach;topic=10910.0;attach=3852

An attachment that does work shows up in the topic as:
http://www.vliegvissers.com/SMForum/index.php?action=dlattach;topic=11242.0;attach=3856;image and in the attachments section of the admin console as
http://www.vliegvissers.com/SMForum/index.php?action=dlattach;topic=11242.0;attach=3856;image

So for some reason that Array.0 portion is added.

I had similar problem on my site after testing and failing to install something and another admin fixed it. But for us all attachments were broken, and in your case is different so its not the same case and no point to ask my friend for solution. Think if you've done something on forum just before you got that error. I guess its not related with permissions, because if you changed something there probably attachments won't be visible at all for exact membergroups and exact boards (permission profiles).

No I don't think it is permissions either. I have checked those. And if it were permissions it would be all or nothing...

Every time this happens I also see errors like these pop up:

As from the beginning when I have taken ownership of this forum I have dozens, hundreds or thousands of these errors. I am not sure what causes them. I expect some dodgy MOD that was once installed by the previous owner. I have looked into this before, but got stuck.

Where can I check the php version? On the control panel of my host it says 5.6
There is a ton of mods installed! I really am struggling to get through them all.

It looks like this is caused by the issue that I mentioned here https://www.simplemachines.org/community/index.php?topic=548870.msg3938798#msg3938798

The downside is that my Test environment doesn't have that issue. So I can not really reproduce it.

This is what I see there:
Version Information:
Forum version: SMF 2.0.11 (more detailed)
Current SMF version: SMF 2.0.14
GD version: bundled (2.1.0 compatible)
MySQL version: 10.1.26-MariaDB-1~xenial
PHP: 5.6.30
Server version: Apache

The idea is to throw away all files, backup the database and put back a clean version of the forum anyway. If that works then I will build it up again from there. If it doesn't I'll have to restore the backup and start again.

Current issues: time.... and downloading the whole content of SMForum on the webserver times out. I am going to try Filezilla for that... if I have some more of the aforementioned "time" :)
