Odd upshrink behavior

Been tinkering with a new theme on 2.0.14 test install, copied it last night to one of my 2.0.13 production forums, worked fine except header upshrink defaulted to collapsed, all members see collapsed header when logged in.  I've removed the upshrink button, so there's no way for them to fix it, nor would they know how if button was there (that's why I remove it).  I can force it to uncollapse by doing this -

Shouldn't have to.  Don't see anything in theme settings or member options that would cause this.

Ideas?
