Connection problems

I have a test forum SMF 2.1 RC3 which give me the next error message :

Warning: mysqli_real_connect(): (HY000/2002): Kan geen verbinding maken omdat de doelcomputer de verbinding actief heeft geweigerd. in C:\xampp\htdocs\rc3\Sources\Subs-Db-mysql.php on line 77

translation: can't make a connection with the destiny computer, the connection was actively refused in C:\.................


This forum is running on a XAMPP local machine with PHP version 5.6.3 and MySQL 5.0.11

On this very same localhost (so, same mysql, same php and same firewall) I have a SMF forum version 2.0.13, this is working fine, so no error messages.

Somebody any idea how tot solve this errormessage ?

Is there a place to set the portnumber in SMF 2.1 RC3 ?
