Regular Member - Moderating Board?

While looking at Who's On Line I saw a member 'Moderating Board'.

I checked his account where I saw...
Primary membergroup : no primary membergroup
Additional membergroups : none

Is he a Local Moderator? - no

Nothing untoward has happened so I'm puzzled what was causing the 'Moderating Board' to show as his activity?

could be marking topics read, i have seen this sometime be seen as a moderation action depending on how it being done.

Like, say, with using quick moderation as checkboxes and marking multiple topics as read.
